[Mobile / Feature Parity] Mobile app lacks target translation language selector and defaults only to OS language

In the web application, users can configure a preferred target translation language in Settings. In the mobile application, there is no setting to choose the target language. The app defaults strictly to the device's system language. If a user has their mobile OS language set to English and tries to translate English text, the app attempts to translate English to English. There is no way to select Russian or another target language without changing the entire phone's operating system language.
